The following is a summary of important observations of the five-year trend data

Let me apologize in advance. There wasn't enough time to write this summary prior to the meeting since the data wasn't available until Monday afternoon, which included the 104 pages of policies that were up for a 1st reading. So, better late that never, here is my Executive Summary of the data.

In preparing the data I added the 2012/13 school year and failed to change the exhibit pages after than. Here is an index of the pages. They are in the same order that I gave you but with the updated Exhibit Pages:

Summary

Exhibit I - 2014/15 School District Report Cards - Demographics

Chronic Absenteeism: This is any segment that shows under 90% of school days being attended. The Oregon data are from 2012/13 and aren't directly relatable to Report Card data. However, without percentages broken down by each grade level, it can be interpolated that Azalea was above state averages over-all for that year and BHHS might have been very close.

Disadvantaged Students: Gold Beach and Port Orford have a larger percentage in all four grade groups.

Teacher Proficiency: Brookings has greatly improved over last year and leads the county.

Disciplinary Issues: Brookings leads in with incidence representing over 16% of the student population.

Spending/Student: The average Oregon school district outspent BHSD and Gold Beach spends $3,246 more per student with Port Orford spending $9,845 (almost twice as much). The state reports that we should be spending $12,035 per student which if that were the case, would provide over $3,000,000 additional dollars in the budget. BHSD relies on state and federal funds while the rest of the district relays more on local taxes and fees.

Exhibit II - 2014/15 School District Report Cards - Comparison with "Oregon" and "Like Districts" numbers

Educational Testing: Red denotes those periods where the BHSD outperformed the average Oregon school. Starting with the 2014/15 school year, test scores have changed for Language Arts, (combining Reading and Writing from previous years), and Mathematics. Level 3 and 4 are combined to give only one score that meets or surpasses the standard for school and district accountability. Level 1 and 2 do not meet those standards. These changes make it more difficult to follow trends as shown in Exhibit VIII. However, the new numbers do give an accurate count of how BHSD compares with the avenge Oregon school district as well as Like Districts and Gold Beach and Port Orford.

BHSD grade groupings fell below the average Oregon school in all 9 categories and behind Like Districts in all but 11th grade science while Gold beach exceeded state averages in 5 of 9 categories and Port Orford in 7 of 9. This will give us a base line for future analysis.

Science scores continue to combine Level 2 "met" with Level 3 "Exceeded" as in the past. Level 1 continues to represent "Did not meet". Here BHSD scores below the average Oregon District and Like-Districts except for 11th grade Like Districts. Gold Beach and Port Orford outscore BHSD in all three grades.

Freshmen on Track-4 years: Three-fourths of BHSD Freshmen are on track. This ranks slightly below Oregon Districts and Like-Districts and well below Gold Beach and Port Orford.

Taking SAT: BHSD outpaces Oregon and Like Schools as well as Gold Beach

Note that the latest "Graduation Rate", "Completion Rate" and "Dropout Rate" are 2013/14 data and "Continuing Ed" is 2012/13.

Exhibit VII - Brookings-Harbor School District Report Cards -Three Year Demographic Trends 2012/13 through 2014/15

Chronic Absenteeism: All three schools have declined since 2012/13.

Teacher Proficiency: Brookings dropped to 25 to 30% in 2012/13 and 2013/14 but increase very close to its 2011/12 school year reaching a proficiency level of 98.9%.

Disciplinary Issues: BHSD trends much higher than other Curry County school districts and has the last three years though this year 16.7% represents a considerable improvement from 31.8% in 2012/13.

Exhibit VIII - Brookings-Harbor School District Report Cards - Five year Comparison with "Oregon" and "Like Districts" testing trend - 2010/11 through 2014/15

Educational Testing: Red denotes those periods where the BHSD outperformed the average Oregon school. Trend data in Language Arts and Mathematics, because of the change in method for 2014/15, cannot be directly analyzed except to demonstrate the direction the district has been going in the last five years. Science, on the other hand, appears to show a dramatic drop-off from the prior four-year trend where BHSD outperformed the average Oregon School almost every time

Freshmen on Track-4 years: The gain from 20013/14 (59.3) to 2014/15 (75.5) is quite significant, though the BHSD  ranks slightly below Oregon Districts and Like-Districts and 19% behind Gold Beach and 16% behind Port Orford, as seen in Exhibit II.

Taking SAT: As SATs are being used less and less for college entrance, BHSD is following the trend and dropped off from 46.9% in 2013/14 to 39.5 in 2014/15.

Exhibit IX - BHSD School Rankings 2010/11 - 2014/15

For the 2014/15 school year, Brookings schools went down in every grouping versus 2013/14 putting the City in the bottom 15% of all cities in Oregon and the district in the bottom 13.5%. K-school lost 13 positions to put it in the bottom 26% of elementary schools while Azalea and BHHS dropped 72 school positions each putting Azalea in the bottom 14% of middle schools and BHHS in the bottom third.
